How can countries use diplomacy to advocate for better human rights policies abroad? Evidence from the Philippines suggests that naming and shaming human rights abuses can increase opposition to repression and anger toward repressive governments. Yet we should remain wary of when and how we use this tactic as naming and shaming can generate emotional polarization and possibly backfire.
